Of Regional Public Youth Organisation
«Valdimir Euroclub»
From 2006.
1. GENERAL PROVISIONS.
1.1. The regional public youth organization "Vladimir Euroclub is based on voluntary membership of youth public organization created at the initiative of citizens, united by common interests to achieve the goals of this Charter.
1.2. The organization carries out its activities in the Vladimir region.
1.3. The abbreviated name of the in Russian - OMOO "Владимирский Евроклуб."
1.4. The name of the English language: Vladimir Euroclub.
1.5. The organization carries out its activities in accordance with the Constitution of the Russian Federation, Federal Law "On Public Associations", the Civil Code of the Russian Federation and other legislative acts in force in the territory of the Russian Federation and this Charter.
1.6. The organization is a legal entity. The organization as a legal entity has a seal, stamp, logo, letterhead, symbols, props, registered in the manner prescribed by law, separate assets, a bank account.
1.7. The organization bases on the principles of voluntarism, self-government, rule of law and transparency.
1.8. Vladimir Euroclub can be included in similar goals and objectives of public organizations and associations.
1.9. Permanent body of Vladimir Euroclub - Coordinating Council.
1.10. The location of organization is Vladimir city.
2. OBJECTIVES AND ACTIVITIES OF ORGANIZATION
2.1. The main purpose is promoting the education of new generations of Russian citizens with help of the formation of a new non-political sphere of communication of young people.
2.2. The main objectives: - Promotion of social and public significance of educating the young generation of Russia in the process of education; - Cooperation with public authorities of the Russian Federation, local authorities and other agencies and organizations on matters within the scope of the organization's interests; - Promotion of Russia's young people from criminalization of mass consciousness; - Promoting the political and legal culture, and socio-political knowledge of the Russian youth; protection and upholding of the constitutional personal rights and freedoms (freedom of speech, freedom of choice, freedom of conscience, etc.); creating the conditions for the development of creative potential of young people; creating the conditions for the development of cross - cultural literacy of young people.
2.3. To implement the statutory goals and objectives of the organization in accordance with the laws of the Russian Federation carries out activities: - to promote a comprehensive study of Russian history, Russian youth as one of the ancient cultures of European civilization; - to promote among members of diverse information about the activities of the European Union and the Council of Europe - to promote the participation of children and young people in international competitions, festivals, programs, participation in environmental protection and other socially significant actions; - to develop and implement, both independently and jointly with domestic and foreign legal and natural persons, Russian and international projects, initiatives and programs, in accordance with the objectives of the Organization; - to interact with parties and other public and non-profit associations with public and political leaders, assisting them in their activities in the framework of the authorized purposes of the Organization;
- to draw with voluntary contributions and donations and sends them to carry out the authorized purposes of the Organization; - to provide organizations with legal personality to conduct production and business activities; individual activities, the list is determined by law, the Organization may engage only on the basis of special permission.
The right to carry out activities of the Organization, the occupation of which a license is needed, there is the receipt of such a license, or stated in her time and ends on the expiry of its validity, unless otherwise provided by law or other legal acts; foreign economic activity is carried out in the manner prescribed by law.
3. MEMBERSHIP IN THE ORGANIZATION
3.1. Members of the Organization can be citizens of the Russian Federation, foreign citizens who have attained the age of 14, as well as legal entities - public associations, recognizing the present Charter and taking part in the implementation of the statutory purposes of the Organization on the basis of individual applications for its members. Upon 30 years of membership in the Organization shall be lost, except as defined in 3.2.
3.2. The members of the permanent governing bodies and departments are members of the Organization during the stay in these bodies, regardless of age.
3.3. The decision on the admission (or refusal to accept) a Member of the Coordinating Council of the Organization shall be made during one month from the date of suggestion the application.
3.4. The applicant gets the status of a member of the decision by the Coordinating Council. The founders of the Organization shall automatically become a member and get the respective rights and responsibilities since its establishment.
3.5. Members have the right to:
3.5.1. To participate in the affairs of the Organization, to elect and be elected to its management and control bodies;
3.5.2. Participate in the deliberations on the activities of the Organization; 3.5.3 To submit to the governing bodies of the proposals for the implementation of its statutory objectives; 3.5.4 Obtain the necessary information about the work of the Organization and its governing bodies; 3.5.5. Receive the necessary advice on issues arising in connection with the sale of the rights of the member; 3.5.6.To participate in the activities of the organization; 3.5.7 To discuss all matters of the Organization at its general meetings, as well as in the media to express and defend their opinions; 3.5.8 To exit from the members of the Organization.
3.6. Members are obliged to:
3.6.1 Observe the requirements of this Constitution and the decisions of the governing bodies adopted within their competence, in accordance with the requirements of this Charter; 3.6.2. Make periodicly membership fees, the amount of which is determined by the General Meeting of Members; 3.6.3.Take part in the activities of the Organization; 3.6.4.Refrain from actions that can be in any way harm for the Organization; 3.6.5. Inform the Coordinating Council of the Organization to withdraw from the Organization; 3.6.6 The organization is not responsible for the obligations of its members, and members of the Organization shall be not responsible for its obligations.
3.7. Membership in the Organization shall be terminated:
- voluntary exit;
- exclusion from Organization;
- liquidation of the Organization.
3.8. A Member always may get out of it by informing the Coordinating Council of the Organization by sending a written request.
3.9. Exclusion from the Organization by decision of the Coordination Council of the following cases:
- repeated violation or breach of duty under the present Charter; - commission of acts which obstruct or impede the implementation of the statutory goals. - The initiator may make exceptions to any member of the Organization and the Coordination Council of the Organisation. The decision of the Coordination Council of the exlude of a member may be appealed to the members of the Assembly within 14 days, whose decision on this matter is last.
3.10. Membership in the Organization is not an barrier to participation in other voluntary organizations, aims and objectives which are do not conflict with statutory goals and objectives of the Organization.
4. GOVERNING BODIES AND CONTROL
4.1. General structure of the bodies includes:
- General Meeting of the Organization;
- The permanent governing body - the Coordinating Council of the Organization;;
- Chairman of the Organization;
- Deputy Chairman of the Organization;
- Control and Auditing Commission.

4.2. Supreme governing body of the Organization engaged in the general management of its activities, is the General Assembly of the Organization, consisting of all members.
The meeting convened by the Coordinating Council of the Organization at least once in a year. The emergency meeting convened by the Coordinating Council of the Organization on its own initiative, as well as on the initiative of the Organization of the Auditing Committee or not less than one-third of the membership. The meeting considered competent if his work involves more than half of total membership. 4.3. The meeting may take into consideration any question of his life organization.
The exclusive competence of Meeting is:
а) changes of the Charter;
b) the election of the Coordinating Council of the Organization of the Auditing Commission, the Chairman of the Organization, Deputy Chairman of the Organization and termination of their powers;
c) identify priority activities of the Organization, the principles of formation and use of its property;
d) approval of the financial plan;
e) hearing reports of the Coordinating Council of the Organization of the Auditing Commission and decision of them;
f) consideration of an appeal against the decision of the Coordination Council members;
g) approval of the reports of the Coordinating Council;
h) provide financial support for creative activities and bonuses of participants in accordance with the decision of the Assembly;
i) reorganization and liquidation of the Organisation..
Decisions on matters of exclusive competence are received not less than two-thirds vote of those present at the meeting of the Organization.
Decisions on other matters are taken by simple majority vote of those present at the meeting of the Organization.
Order of voting on each item is determined by the Assembly.
4.4. Permanent governing body is the collective of the Coordinating Council headed by the Chairman of the Organization.
4.5. The Coordinating Council of the Assembly shall be elected from among the members of the Organization for a term of three years. The number is determined by the Coordinating Council Meeting.
4.6. The Coordinating Council of the Organization has the right:
а) represent the interests of the Organization in respect of a state, municipal bodies, organizations and individuals;
b) coordinate the activities of branches and members, create a data bank about the members of the organization;
c) form property of Vladimir Eurolub, as well as attract material resources to finance programms of the organization;;
d) decide on the establishment and termination of business entities, as well as participation in economic partnerships;
е) approve the plan of work of the Council;
f) approve of the symbolism of Vladimir Euroclub;;
g) decide on the admission of new members Vladimir Euroclub and exclusion from it;
h) Preparation of policy documents, development of proposals on amendments to the Constitution.
4.7. Chairman of the Organization shall be elected from the Coordinating Council, headed by the Coordinating Council for the post. Chairman Vladimir Euroclub provides overall management of the organization.

4.8. In the temporary absence of the Chairman of the Organization of early termination of office, death, his duties shall be Vice-Chairman of the Organization, elected by the Assembly on the recommendation of the Chairman from among the members of the Organization for a period of 3 years.
5. RIGHTS AND DUTIES OF ORGANIZATION
5.1. For implementing the statutory purposes of the Organization has the right:
5.1.1. Freely disseminate information about its activities;
5.1.2. Hold meetings, demonstrations, marches and pickets;
Establish media and engage in publishing activities;
To interact with any foreign and international institutions and organizations on matters within the field of activity Organization;
5.2. The organization is obliged:
Comply with the legislation of the Russian Federation, the universally recognized principles and norms of international law concerning the scope of its activities, as well as the standards set forth in this Charter;
Publish an annual report on the use of its property or to make available a reference to the said report;
To assist members of the body that made the decision on state registration of the Organization, to acquaint with its activity in connection with the achievement of goals and compliance with the legislation of the Russian Federation.
6. PROPERTY OF ORGANIZATION
6.1. The property consists if land, buildings, offices, housing, transportation, equipment, inventory, property, cultural and educational facilities, money, stocks, other securities and other
property necessary for the material support of the Organization. Property of the effect on its independent balance.
6.2. Sources of property and financial resources of the Organization are: -
membership dues;
voluntary contributions;;
credits from banks and other creditors;
charitable donations and contributions from individuals and legal entities, including foreign nationals and legal entities;
other sources not prohibited by applicable law.
6.8. The property and funds of the Organization for the purposes provided in this Charter, and shall be apportioned among the members of the Organization.
7. CHANGES AND ADDITIONS TO THE CONSTITUTION
7.1. Proposal for amendments and additions to this Charter be made in writing by any member of the Coordinating Council of the Organization.
7.2. The Coordinating Council shall be received offers for the next meeting. The Coordinating Council of the Organization may convene an extraordinary meeting, depending on the importance and urgency of making the necessary changes or additions to the present Charter.
7.3. Changes and additions to the present Charter shall be subject to state registration in the order determined by the applicable law and take effect from the date of such registration.
** REORGANIZATION AND LIQUIDATION ORGANIZATION
8.1. Reorganization of the organisation may be in the form of separation, merger, accession, division, transformation.
8.2. In the case of reorganization of the property of Vladimir Euroclub transferred to the new established legal entities.
8.3. The property and funds of the Organization expended for the purposes provided in this Charter, and is apportioned among the members of the Organization.
